Set Blend Mode at Dodge
Pre-Set Shape tool_Oval_Foreground Nil_Background #b70e14
Draw an oval on the right side of tag
Duplicate
Convert original shape to raster
Highlight oval copy_Click the "+" in the layer palette_
Double Click the second box_Uncheck the fill_Check the Stroke
box_change stroke to 10_#ff0000
Convert to raster
Add Noise_Uniform 50
DS_0_0_100_15_Black
C/P tube placing between the stroke layer and the solid
oval layers as shown
Repeat DS
C/P tube again, leave at full size
Place below the promoted stripe layers
Blend Mode_Soft Light_Opacity 50
ANL to top_Ctrl+A_FF #ff0000_Contract 10_
Delete_Ctrl+D
EC4000_HSB Noise_7_8_40_0_28_28_Smooth Lumps_Seamless Tile checked
Repeat, clicking "Random Seed" once
Sharpen
Repeat DS
C/P Word art
Change color to #6da81e
Duplicate
