Open blank 600x600 canvas

Select none
Erase any parts of element 10
that are showing on ribbon of wreath
Duplicate
Merge element 10 layers
together

Re-size 50% 3 times
Duplicate and place randomly

Add new layer
Picture Tube Tool_Sparkle
Click on random element 46 lights
Add a new layer
Click on remaining element 46

Close top sparkle layer for
now
